All in all, the best option in SA imo.

Paraguay is the import heaven of south America and this is a big part of their economy. Brazillians will cross the border to buy electronics cheaper and then risk going back on the heavily patrolled highways. You see less of this nowadays though.

You have lots of indigenous people, obviously, paraguayian castizos, and big communities of people from the ME, no so many chinese although that is changing and a growing argentinian expat community.
For SA standards the banking system there is awesome, rock solid, compared to other countries.
