Eh russia is probably still #2 in conventional warfare, nukes are difficult to evaluate and china got a number of problems from inexperience to overeager young officers, so even tho they have the potential they are still catching up. That being said they have room for error, for Russia there's very little and america is stretching itself pretty thin reducing their capabilities and margins as well.
The biggest problem for amerika is despite being number one their secure position between two puddles of water makes it impossible to assault but also impossible to easily deploy troops from, so if you are talking in europe russia is probably #1 simply because it's there.
