Oh yeah, those are the clean, safe areas in no way filled with contamination and subhumans that you want to use as a benchmark.

They're not talking about those countries as a whole. They're talking about specific locations in those counties that have naturally higher background radiation than normal. For example, there's a coastal region in Brazil with radiation levels roughly equivalent to Chernobyl just due to the composition of the earth there. These places also don't have cancer rates any higher than in the rest of the country they're located in.
