My guess would be to seize important locations like bridges in advance of the main body of troops.
Russia has probably send several hundred thousand troops into the Ukraine. Journalists keep talking about a hundred dead here and there but that's just a drop of water in the ocean when compared to the number of troops that have been deployed.
It's also possible that the il-76 story was just made up by the Ukrainians to increase moral among their troops and that the crash never happened.
