Majority of his army is pushing the borders. If he can send paratroopers to try and take over some small strategic points and/or sabotage why wouldnt he. Also, putin's campaign only works if he can somewhat manage his image of helping the peace and protecting the russians. If he starts destroying the entirety of Kiev and killing thousands of civillians it will be problematic. If one random soldier he dropped off a plane manages to kill ukraine's president on the streets of kiev, the war is over with little to no casualties.
