Even annexing everything east of the Dnieper would not give them an especially more guarded Southwest Flank than they have now since they'd just have a well funded and armed problem state to deal with instead. No Russian backed government is going to last in Kiev without the Russian military there every day to prop it up, and that means occupation. In the meantime, more toys from NATO.

I am not saying Russia will occupy Ukraine in any form that depends on boots on the ground, I agree with you that they'll take a victory lap and leave.
What I am saying is that they will force Ukraine back into the "Minsk Protocol" table on worse conditions they had before, they'll have to recognize the autonomy of said regions, said regions will elect russian aligned leaders and will be for all intents and purposes autonomous Russian aligned regions within Ukraine. There won't be any "insurgency" to fund, the insurgency in said regions is exactly what brought you to the current situation, except they're fighting to join Russia
