Russia won't use the nuclear option as long as the US is able to convince them the war will be limited in scope to a regional conventional war. There were multiple times during the Cold War where the Soviets thought they were being attacked. They should have launched everything they hand, and yet they didn't. These people don't want to start a nuclear war.
