So they didn't want to be called "The Frontier" of any particular country, but rather "Frontier" I guess. Not really sure.
It gets more complicated in Russian because the older way to refer to being in Ukraine was "Na Ukraine", which translates to "On Ukraine", which is pretty much how you refer to going to a place in your own country. This should now be used as "V Ukraine" or "In Ukraine".
This causes no end of trolling and online arguments.
