I think "province" describes what an Oblast is best. But at the same time it's not a provincial system, so I think using the Russian term is better. Just like you wouldn't call US states "province" or just "region". The use of "state" has specific implications for how the US states are administered. So does oblast, especially in the Soviet context where the oblasts were artificial administrative districts that the USSR created around their administrative centers, and don't correspond to historical regions of the area.
It's just the dust being dislodged from the ground when their heavy tracked vehicles are driving through. It'll settle back in a couple of weeks..
