This law legalizes handguns. But carrying weapons outside of ranges or hunting grounds would still be illegal. In your own home you can use any weapon you own.

The guns are to shoot Russian undercover forces. Say, a bunch of thugs without insignia start waving soviet flags at the local government office -- you take your ar-15 and shoot them.
