Brazilian chans tackle this problem by demanding people to write correctly, so any grammar or spelling mistakes result in a ban.
It's not perfect, but it greatly reduces the influence of black ""culture"" over there, whereas Any Forums began speaking negrish as a meme and nowadays it's common to talk like Laquisha DeWata Melonisha around these parts.

Any Forums's issue is too much spam. That refers to all shills, invaders (discord trannies and disgruntled leddit libs), "ironic" shitposters, and other low quality, trite posts. It's always an issue for any image board that gets too popular by nature of the anonymous, accountless posting style, but that's also why we can have good discussions about taboo topics. It's a catch-22.
The average poster can make their own experience better by ignoring posts like the aforementioned and engaging with posts that seem sincere. One of the best ways to do that is making your own threads and tending to them.
Basically, any post that seems disingenuous or stupid should be ignored. Don't feed the trolls. At this point, id say reply to actual good posts even if it's simply with "good post" to let them know someone read it. I've seen good posts ignored in threads where an early, obviously bait post gets dozens of angry replies.
The site would be similar to Any Forums in function, but have actual accounts. This would allow the management to filter out shitskin, low IQ spammers. Basically, instead of a name field, every poster would have the option to either post anonymously (to other users, not management) or with their username shown.

Yeah, having an account but having it be hidden (by default?) seems like a solution to most of these issues. It maintains the same atmosphere of anonymity but allows for easy banning
