He's bluffing, Putin just wants to guarantee no American soldiers/weapons will be placed in Ukraine in the future. NATO membership for Ukraine doesn't even matter; Ukraine doesn't need membership to have foreign soldiers/weapons there.
There's no reason for the US to negotiate and give in, they have nothing to lose. Russia won't invade any more of Ukraine because that would mean constantly having to fight guerilla fighters for several years who would have a constant supply of allied weapons going through the western borders. It would be like when they invaded Afghanistan in the 80s. The Mujahadeen would use $80,000 javelins to take out multi million dollar Soviet attack helicopters. Ukraine is bigger and stronger than Afghanistan was, and Russia is smaller than it used to be. The sanctions are relatively small now, but would only increase as people see Russians killing Ukrainians on live HD TV.
The Russian government isn't insane, its all a bluff to get the Ukrainian government, and others (Georgia, Moldova, Armenia, Azerbaijan, etc.) to not invite foreign troops/weapons on their land in the future. I don't think the bluff will work, and the status quo will remain, with further Ukrainian - Western integration.

A slow war will mean killing at minimum hundreds of Ukrainian soldiers for the tiniest land gain. This isn't the 2014 Ukraine. Back then Ukraine had a paper army, only 6,000 soldiers had military training and were easily repelled by Russian support. Today they've been supplied with Western technology, and have been trained on how to use them. The sanctions and guerilla fighters would only increase the more salami cutting he does of Ukraine.
Putin doesn't need a win to save face, he has said multiple times that Russia will not invade; this was to give him an option to back out of his bluff without looking too weak. Most Russians don't even expect an actual war to happen mainly because they're used to his bluffing. I don't believe a slow war will happen.
