why hasn't anyone developed STBM's?
seems like you could tunnel 100 of them under your enemies country and then as the special day approaches you just inch them closer and closer to their targets.
you then either have them detonate underground (say to counter silos or bunkers) or incorporate some rudimentary booster system so they can surface, climb, and detonate.
