NATO is literally irrelevant in the whole scheme. It can't do much for the Ukraine because it is not a member. The closest NATO member states are the Baltics, which Russia does not want, and Poland, which it cannot claim.
For Putin, all this is about is having a weak and neutral buffer state. He doesn't want a hard border with NATO outside the Baltics. The latter he can't do shit about, and he's learned to live with it. The Ukraine is bigger, vastly more powerful and while Putin and Shoigu's nuke talk is bullshit, it's not 100% unfounded.

For example, the commonly used 82mm mortar has a flight time of 14 seconds at a range of 200 metres with its smalles charge and 21 seconds at the same range with its highest charge. Judging by the very small gap between the round being fired and it impacting, I'm certain that this is a direct fire weapon system, such as an MBT firing, or a howitzer being used in a direct-fire role.

my assessment as an armchair general is that either it wasn't a mortar but rather a light howitzer, or that it was fired at a very short range. Mortars have insane travel times, for it to be a three second flight time would mean being fired at less than 1km away

While there up to no good in general, I highly doubt that they're randomly firing into residential area. That being said, there's always the posibility of non-combatants being in the wrong place at the wrong time and taking some rounds while an actual target is being engaged. Also, please keep in mind that most of these aren't geolocated and there's no real way of telling when they've been taken. Thus, interpreting who's shooting at what, where is rather difficult.
