It is clever. Putin gets to claim that he's protecting Donetsk and in the process gets to set up a satellite state buffer zone while putting the ball back in NATO's court. What does NATO do? Do they invade Donetsk and spark a much larger conflict (unlikely) or do they back down and throw sanctions on Putin (more likely). Yet even with sanctions their capacity to hurt the Russians is limited as the higher energy costs are going to hurt Americans and devastate Europeans while Putin can still sell his oil to the Chinks.
End result is that Putin gets what he wants and the US and EU look powerless as they pass largely futile sanctions that are likely to hurt their own people as much as the Ruskies.
