They're all built on the same plans, same as hospitals and schools, hence why they look the same across the eastern bloc.
In objective terms they are not bad buildings at all since they were cheap and could be built quickly.
The fact is some of them are 50 years old by now with basically zero maintenance, and they survive earthquakes and harsh climate.
They're still ugly to look at though.
