Germans can't protest they don't know how to break laws. They just get slower the more laws you pile on but they never stop being as faux-lawful as possible. The nuclear weapons have already been created. While nuclear plants do exist, you are talking about making new plants. Besides, people have protested nuclear weapons since their creation.
