"Ukraine" is not a real country. It's completely artificial. "Ukrainian" is just a dialect of Russian. The name "Ukraine" is just Russian for "borderlands": en.wikipedia.org/wiki/Name_of_Ukraine "Ukraine" was entirely made up.
You get big tax benefits and liability protections for your operations after a certain size business, but yeah I personally think foreign incorperation is really attractive right now. Americans now have a lot of issues operating abroad, foreign tax liabilities, total reporting requirement for owning bank accounts above certain value, etc.
