has a president ever been like seven yards away from the podium walking away and one of those reporters actually makes him turn around, walk back, and answer one of those last desperate questions?

Don't worry, your hopes are basically zero. Same reason leaders of nuclear powers don't want to hang out in a bunker. Their job in a nuclear war is to get the order out and then die with everyone else. Fairly sure the procedure after an attack order would be to stay airborne for a few days and then nose dive at full speed into the ground once it's clear that humanity won't survive. Nuclear war doesn't just mean just fallout from nukes. You get fallout from every nuclear facility targeted, every reactor for producing weapons grade plutonium and reprocessing facilities. Like with Fukushima, reactors would only be able to last a short period until something knocks out their primary coolant. Once that happens, the reactor melts down with none of the mitigation efforts that the Japanese took. Every spent fuel pool would last about a month until the water evaporates and the fuel ignites, releasing yet more radiation. Considering that and the possibility of a nuclear winter, there's basically no reason to even prepare. Nuclear war is the end, there's no escape from it.
