The total dissolution of the USSR was a tragedy for the Russian nation, which from the time of Lenin's death the USSR began to tacitly serve. Gorbachev's role in it was so clear that it is hard to imagine that he did not purposefully dismantle it without believing that he is one of history's most prolific idiots. For Russia to regain the power it once had is an obvious goal - but it will not use the name USSR again. As you can see from Putin's speech, he has no desire to redeclare the USSR, but against countries like the USA and China, the Russian nation must make great strides today to stay competitive for another century.

Without an overarching ideology, which people need, what ties the nation together besides mere force? That's not a good plan for the long term. And the greedy vampire oligarchs need to be bought to heel.

After three decades of prosperity under the CPSU's repressive regime, Gorbachev eased up and let media report freely and SSRs openly speak of secession.
A repressive state is incredibly useful to tie a nation together. It is more effective than democracy and openness, which result in governmental instability and fomentation of discontent.
For the subject of an overarching ideology, Putinism is still developing, but it is based around statism, national conservatism, social conservatism, and Russian nationalism.
