The manhattan project was a thing even before it was called the manhattan project. We knew with certainty that germany was trying to develop an atomic bomb, and so were we. As things started to come together it became official, but germany was already nearly finished. That's why at the conclusion of the project, we used our bombs on japan instead. There was no need to use them on germany.
