We are publishing the full text of the agreement between Russia and the DPR, a similar one has been concluded with the LPR. Main provisions:
▪joint defense
▪joint protection of the borders of the republics of Donbass
▪the right of the parties to use military infrastructure and military bases on each other's territory
▪recognition of documents issued by state bodies of each other
▪Russia will take measures to support the financial and banking systems of the DPR and LPR, based on the fact that the means of payment there is the Russian ruble
Just been chatting with a close friend who is Ukranian.
It seems like what has happened is this.
There are two “breakaway” regions in Ukraine - Donetsk and Luhansk.
There have been warring factions in these two regions since at least 2014. Right now the lines of demarcation are roughly right down the middle as far as boots on the ground go.
Putin today said he was going to recognize the lines of demarcation **as they currently exist**.
This turns out to be a move towards **de-escalation**. Had he said he would recognize the regions according to their original borders that would have favored **escalation**. But he did not do that.
Now the sanctions that appear to be announced here are not the “doomsday” sanctions - they are more like “slap on the wrist” sanctions.
So it looks to me (and my friend) that a deal was cut and that the world has stepped back from the precipice.
The Contracting Parties will work closely together to ensure the integrity and security of the Russian Federation and the Lugansk People's Republic. They shall consult each other without delay whenever, in the opinion of either Contracting Party, there is a threat of attack against it, in order to ensure joint defence, peacekeeping and mutual security. In the course of these consultations, the necessity, form and extent of the assistance which one Contracting Party shall afford the other Contracting Party in the chains of assistance for the purpose of removing the threat which has arisen shall be determined.
Article 4
The Contracting Parties shall take jointly all measures within their power to eliminate threats to the peace, breaches of the peace, and oppressions of any state or group of states, and shall afford one another the necessary assistance, including military assistance, in the exercise of the the right to individual or collective self-defence in accordance with Article 51 of the Charter of the United Nations.
I doubt it. Going to be a very insane next few days. I imagine there will be firefights even tonight. Russia claims we'll beyond current borders belong to their so called "People's Republic" (heard this shit before). My guess is they search for excuse to totally knock out Ukraine and depopulation it like they have done to Luhansk and Donetsk. Something very fucking weird is going on behind the theater.
