Homer is rather a technician responsible for safety at NUCLEAR station. those positions are still paid above the market for obvious reasons and dont require much education. i believe now most come after community college

Wrong he petitioned against the nuclear plant for days in the name of safety, burns eventually noticed him and offered him a job in the plant as a safety director to keep the plant in check but really burns knew he was going to keep an eye on him and keep homer quiet. This way burns puts out a fire and is seen as a man of reason to the general public.
