I don't even think that was a fault in engineering, it was just regulatory failure. The problems were reported years ago, but Florida is a joke of a state and nothing ever got done.
For the most part American civil engineering is actually pretty good. In fact the problem we have now is that it's been so good for so long that nobody's wanted to pay to have it replaced.

Also, many problems are interdisciplinary, but American engineers (because they're over-schooled) are hyper-specialized and don't really grok interdisciplinary issues that might require knowledge of, e.g., bulk mechanical engineering, chemistry, microstructural issues, etc.
