i thought the FBI dropped the ball on 9/11, not the CIA. that's my understanding anyway. the CIA was largely RESPONSIBLE for it (by way of OBL-related blowback, they funded and enabled OBL and his Mujahideen in the Afghan-Soviet war and for a little time afterward remember), but the FBI dropped the ball due to not having enough domestic US specialists in Arabic and for not having actionable intel about the threat OBL posed.

the real solution was (is?) to have had proper inter-agency communication and sharing of intelligence, and that's the real reason 9/11 happened, due to a lack of inter-agency communication. if the CIA told the FBI about Arabs potentially dicking around on US soil (even after the many Arab terror attacks i.e. the shooting-up of the -- i think, can't remember, think it was CIA headquarters but could be FBI, and of course the failed original WTC bombing in the parking lot -- incl. international attacks like the Khobar Towers and a few others like the USS Cole -- BIG ONES!!!) that 9/11 might not've happened...
