OP is saying immigrants are exempt, but there are some specific categories listed. I don't know who are "protected" people are, but they are probably some persecuted minorities which Canada must protect under some international agreements. Most Canadian immigrants come with PR or come to work via EE program and quickly become PR. After 3 years being PR they pass a quick test and become citizens.
