Yes and no. The emergency act has been in effects for a few day. They have been debating, since yesterday, if it was legitimate to call it. It could have been cancelled and, if it had been, it would have only occured next week. That was Trudeau's plan: get cops to act so quickly it couldn't be debated. Even if it wasn't cancelled today, debates couldn't have been quick enough. Anyway, NDP would have voted for it, so it would have been in effect even after debates. Trudeau covered all the bases.
