It is to enforce the class interests of the prevailing class. In Capitalism, it enforces the class interests of the bourgeoisie. Thats why the bailouts exist, the small buisnesses are being destroyed and the inflation is constant. It simply pays off for the bourgeoisie to have wages constantly reduced (in value) by inflation, to be bailed out, and to keep the proletariat depended on bourgeoisie-owned means of production. But in Socialism the proletariat becones the prevailing class, and the goverment focuses on providing it's citizens with free housing, healthcare, education, and such things, not from taxpayer money but from the collective firm surplus, the same money that goes to the pockets if the billionares in capitalism when the firms are private companies. That's why there were no shortages in Socialism, and everyone had everything they needed. In the yugoslav area, literally everyone can confirm that the life was better in Socialism. The shortages are just a western propaganda, capitalist block won the cold war and they can write the history as much as they want. but luckily the people that lived in Socialism remember the truth.
In the perfect Biblical system there is no government, just Godly elected elders that act as judges for the city where people live.

Don't know about Yugoslavia but in any truly educated democratic nation then they could vote in their own interests instead of blindly following whoever convinces them what their interests are. Western countries have always had a mixed economy. Capitalist in that a private individual can own property and the fruits of their own labor. Socialist in that taxes can pay for roads, schools, sometimes hospital care.

The most realistic scenario that I've read was The Open Conspiracy by Wells, who basically calls for mass education or extermination of the working class in favor of the ever-expanding role of machinery in the workforce, on top of a soft genocide in order to keep population low and resources plenty.
