More or less yes. That would allow for all manner of negotiated outcomes, like what happened after the civil war (1878 I think it was). Congress doesn’t have to accept the electors if there is a dispute in the states involved.

Jefferson did, Trump would of been better doing it himself, your really can’t count on anyone these days 100%, people that have that much integrity are like 1 in 10,000,000. Trump don’t either, there wasn’t cheating though. There was underhanded tactics, dead voters, extra ballots, irregularities, unconstitutional changes to voting rules, higher voter turnout than eligible voters. Cheating is an action a verb not an actual thing. All of theses things warrant investigation.

Yes, it's true. Pence could only count the votes where electors were chosen in the method prescribed by state legislatures. Since election laws were changed without the consent of the legislatures, pence did not have the constitution right to count the votes given to him.
