Most animals want nothing to do with us, sharks are no exception. When humans are swimming at the surface to a shark it makes you look like a seal which they love to eat. They go up take a bite, realize you're not a seal and let go. But at that point the person is probably doomed to die from blood loss if they're deep out in the water and the whole panicking thing doesn't help.
