The Emergencies Act is the modern day version of the War Measures Act.
Trudeau's alleged father invoked the WMA during the October Crisis in 1970. That crisis was preceded by seven years of the Quebec separatist group Front de Liberation du Quebec (FLQ) setting off more than 200 bombs and committing dozens of robberies, leaving at least 6 people dead.
In early October, members of one FLQ cell kidnapped British diplomat James Cross. They had seven demands, including money, the release of 23 members convicted of the above mentioned crimes, and safe passage to Cuba. When the Quebec government rejected all the demands other than safe passage, a different FLQ cell kidnapped Quebec cabinet minister Pierre Laporte and reissued the demands.
Through all of this, the Quebec government negotiated with the FLQ through their lawyer. Eventually they offered to release 3 FLQ convicts on parole and guaranteed safe passage for members of both FLQ cells. The FLQ declined the offer.
According to Premier Robert Bourassa, Quebec could not handle the situation on its own. They didn't have the man power to protect their elected officials from further kidnappings AND find and rescue the hostages.
Prime Minister Pierre Trudeau invoked the War Measures Act (with a LOT of opposition) and sent in the military to assist Quebec. A day later, Laporte's strangled body was found in the trunk of a car.
Over the next few months, around 500 people were arrested. 435 of them were released without charge, 62 were criminally charged, and about 100 would later be compensated for unlawful detention.
James Cross was released on December 2, after 59 days of captivity. Despite the seriousness of what they'd done, the cell that had kidnapped James Cross was granted safe passage to Cuba.

They wanted national sovereignty for Quebec, which would necessitate overthrowing federal power in the province and ousting the existing Quebec government. Still, many in politics and the media strenuously objected to Pierre Trudeau's strong-man tactics. The leader of the NDP likened it to using "a sledgehammer to crack a peanut."
Regardless of how anyone might feel about Trudeau the Elder's use of the WMA during the October Crisis, it was certainly 50 billion times more justifiable than Trudeau the Younger's use of identical legislation here.

So, it seems to me, that if a lot of people phoned their local branches and arranged to make large cash withdrawals it might gum up their system a little. If enough people arranged to withdraw like $50k each it would actually make them move around and prepare some cash for the fake appointments. idk, I'm just brainstorming here, it might be retarded.
