Treating them as if they are not capable of higher intellectual thinking. This is only perpetuated because it benifits the politicians and no bureaucracy will voluntarily reduce itself in size.

These same realities leads to the ignorance and chest thumping from the low IQ masses, and the defeatist dick sucking people refer to from the high IQ masses.
The Indian problem is an incomprehensively hard one, of not impossible.

Although I have some hope here. India has a large Youth unemployment rate. Higher than the US. This could mean large scale revolts and the youth being very susceptible to indoctrination due to hopelessness in life.
