Not only people like technical trainees and factory workers, but also university students, researchers, mid and upper level executives, engineers have been shut out. Without sufficient academic and industrial cross-pollination, a nation is gg no re. Other APAC nations have been gobbling up the supply, and companies that only had offices in Japan have either relocated them Singapore, Korea, China, HK, Malaysia, or have focused more in their home markets in NA, EU, etc.

A lot of companies have exiting or are drawing down their foreign workforces in Japan. Yup. It's their decision to make, but it's a suicide course for them, especially in the modern era. Opening after sakoku sucked for them already, this will be far worse. I remember when the Trump administration tried to fuck with F and Q visas for students and highly skilled researchers and academics back in 2020, and the alarm bells were out of this world (at least for someone like me who worked in a research institution). The decision got quickly reversed because academia and businesses were unified in saying FUCK THIS because gutting your academic, research, and corporate pipeline for even just a single semester or business quarter can fuck you up for years, not to mention have a huge chilling effect that can persist for even longer. Japan has done this for 2 years. They're completely hosed. It may take a few years for that to happen, but I don't think they can course correct, even if they wanted to.
Funny thing, the Japanese business lobbies have flipped their shit over this, although for some reason Japanese academic institutions have largely been silent on the issue. But when 90% of the Japanese people (various polls from reputable papers and organizations range from around 85% to 89%) continue to support sakoku version 2.0, the Japanese government still wants to keep the nation closed.
tl;dr the Japanese people and their government are idiots. They'll find foreigners or other nations to continue to blame their problem on (they blamed covid on literally how non-Japanese languages are spoken), even though in reality it's pretty simple.. you shut out global talent and you will get fucked. The converse is true... the USA brain-drained the world for over a century, and its economy flourished. China has been doing the same thing for the past one to two decades, and is continuing to ramp up incentives (actually has been cherry picking Japanese talent in the process). China keeps growing partly as a result of these incentives.
