In the lab I used to work in, we had a cure for AIDS sitting in the freezer. The lab where it was being tested was destroyed in Hurricane Katrina. Lost millions of dollars on that. Wasn't able to raise the money required for testing again.
The FDA's ridiculous requirements are the stumbling block to curing every disease in the world by dozens or hundreds of different means. I highly doubt that I was a special snowflake who just happened to land in the one lab with such a breakthrough sitting around doing nothing.
