Such a leader must defeat the elite oligarchy, but also reincorporate them into society under such means that capitalize on their genetic potential without affording them the opportunity to again attempt to lead the societal dregs in revolution against the natural order. This will require a truly Machiavellian turn that can only be accomplished by a singular man; the populist force is unable to design (much less enact) such maneuvers.
