Uhhhhhh wow... i'm having some serious flashbacks to a younger period of my life where i wrote about a planet erriely like this with a cold side, A hot side and a temperate ring that was perfectly habitable. The majority of the species that lived there did so underground and used exothermic heat to power their civilization and melt water on the far side for consumption. In the writing i did the planet used to be a normally spinning one but a solar expansion event sent out a shock wave that distablized the orbit causing it to spin on it's side similarly to uranus and the species under the planets crust had technology that would make humans seem primitive.

Atmosphere (oxygen or not) is not possible under exposure to solar wind. A small planet is geologically dead and has no magnetic field.

At no point in human history has the Earth's atmosphere been more or less than 21% oxygen. Fire won't burn if it's less, and it'll burn uncontrollably if it's more. 21% oxygen is literally the Goldilock's zone for fire.
