Tests of paternity should be only made when both supposed (divorced or separated) parents agree or the court rules that the man is required to be tested Before that, only the mother should be considered to be the one to carry the burden of upbringing the child, since she gave birth in a hospital and birth certificate is evidence of her being actual biological mother. There is no such evidence for the man so he can't be required to provide. This is basic assumption of innocence. You can't legally throw a burden on a man if you don't prove he deserves it.
Every case where man is required to take care of child without paternity test is breach of human rights and rule of law.

Remember that case where the Californian in-vitro clinic accidentally swapped two embryos, and two women gestated and gave birth to children that were not theirs? They didn't find out until four months later, whereupon they decided to swap children to get their real progeny back.
I've talked to dozens of women about this case. They UNANIMOUSLY said they would not swap the babies if it happened to them. "I'm not giving up the child I grew for nine months, that's more important than the genes" is the most common sentiment I hear. Hearing this from so many women was both shocking and incredibly enlightening. It explains a lot about the hole our country has dug itself into since women got the right to vote.
I can only imagine in the real case the husbands put their foot down hard and said they'd divorce if they didn't get their kid back.

I think they take samples of the DNA even when the fetus is still in the uterus to check for extra chromosomes so why not run the paternity test then?

Sadly, the legal answer is that the ex-husband would have to keep paying anyway even if the kid was definitively proven to not be his. That would happen even if a failed paternity test had preceded the divorce, the judge would just say

and mandate the payments. A judge is even less likely to overturn the revenue stream now that it has been established in a prior judgment, no matter what happens.
Probably the only good the paternity test would do is releasing the ex-husband from any emotional bonds. If he can say definitively to himself that his ex-wife was a whore and his "daughter" is actually a cuckoo child, he may find some ability to cut himself free that didn't exist previously.
