Even from a census from 20 years ago, you can see there were significant Russian diaspora populations in Ukraine. By today, most of those regions are likely 50% or more occupied by Ruskies, i.e. they're the majority.
You can't claim Ukraine isn't Soviet territory when the people themself want it to be. They'll never accept what your government thinks they should be.
