Using one's airforce to bomb civilians to enforce demands on a government is also terrorism. Targeted assassinations, actions against armed personnel, or critical infrastructure or personnel are categories of their own.

There are many ways to hurt people to achieve one's own goals, terrorism is just one of them. There is no need to use the word as an umbrella term for anything that can do harm. In the moment we are willing to put psychological warfare and other non-physically harmful methods of exerting political pressure in the same category as blowing random people to bits, we forfeit our right to resist tyranny in any meaningful way.
