Oil is created naturally by geologic processes the same way hydrocarbons are created on other celestial bodies. On the other hand drinking water is a finite resource. Theres only so much of it in any given location. Many marginal parts of the world right now are vastly overpopulated compared to how much water said location has available. We already ran out of those decades ago, the only thing keeping the system going is the cheap and reliable sea transport of resources from unexploited areas like Australia or South America. Think about what the world would be like if nuclear power was the first one discovered? Nuclear engines everywhere. Nuclear heat for your home and nuclear AC in the summer. This is an interesting question. The question is really a doubt of the volume of the source. Science says that these are "fossils" and what they mean is hundreds of millions of years of essentially plant and animal residues and materials deposited and sealed away under pressure. It's not an unfeasible theory if you take into account the vast amount of organic life that has existed throughout history, also according to science. The question isn't how much could there be, but where's the rest? If we're finding this shit due to plate subduction with organic material in-between seeping upward into cracks and pockets, there should be oil literally everywhere, it just depends on how deep you have to go.
