See this would be more reasonable if you didn't use bluetooth as the wireless technology. NFC could do what you are saying fairly easily but is passive rather than active. An active bluetooth transmitter would need a decent amount of power to have any sort of signal worth a damn especially when its imbedded in a human body.

Mac-adresses these days can be spoofed no problem, this was added to "protect" people's Hardware mac-adresses from snooping asspipes while everyone was running around and tracing covid-infections, hence nameless addresses.
