These are likely evacuation ships for vips on earth if a magnetic pole shift or a similar catastrophe happens and earth goes into a mega disaster.

They will quicköy fly these from the moon to major cities on the planet and senators, generals and their families and some scientists and likely the pope and hillary clinton hop on and then they leave to Mars or Venus or a wheel space station or stay in space.

Living quarters or similar in thise ships are made in modules and brought in space dock to correct positions during construction.

They are likely built on earth and then taken to space.

Then theres a reactor, likely not nuclear or fusion but so called zero point like in stargate and then stainless steel sheets printed in space put on top of it with robots in mostly unmanned space docks.
