Why would they announce this on a Friday, when the population at the protests and blockades triples over the weekend?

Ford is definitely the fall guy for Castreu. Dummy Doug announces punishments, tries to dismantle the convoy. Castreu believes that it will be successful but bad PR. Castreu believes that the people will be pissed, but only at Ford and not him. Wow problem solved.
Except it's not going to work and Ford is allowing himself to be a puppet. Both Ford and Castreu are fucked.

Ontario jails and courts are in a state of full chaos. This is such an impotent threat, but it might work.
It's a small dog barking ferociously to avoid getting ripped to shreds.

Nothing will change. Nothing will happen. The "state of emergency" meme is some pathetic flexing.
What's actually going on is a game of chicken between all three levels of government. Federal, provincial, municipal all have the authority to order police to clear the blockade. None of them want to, because they don't want to take responsibility for the backlash.

Criminologist here, no LARP.
They don't have the manpower to do this without a backing from a 3rd agency. Jails fill up quick, grievances have to be filed, officers don't go into mob situations without support. A ticket can and does turn into a riot.

This is why it took months to clear out occupy. You can't just start randomly arresting nonviolent people. The lower courts are already clogged
