The issue is the ratio of forces to people who can legitimately fight back if they're under attack. See every time the cop draws his weapon or even technically is present with that cloth armour on his shoulder that's an act of War. Even if it were just rolling protests for 12 hours a week that would cause millions of dollars in economic loss. They can't lock 400,000 people up in Canada there's absolutely no way to do that. So what they're banking on is that everybody remains socially isolated and doesn't develop the concept of freedom and solidarity not two words not to a constitution not to money but to each other. Because they've essentially being disenfranchised from the Constitution and employment so they have nothing left to lose.
