those trucks are unloaded, so by weight they are not nearly as bad as loaded, per square inch of ground they cover and weight they have, they are less pounds per square foot than a passenger car while unloaded.
example
trucks like that cover about 600sq/ft and weigh on average about 32,000 pounds unloaded. That means they are about 53 pounds per square foot.
a normal passenger car/truck covers about 84 square foot, weighs around 5200 pounds, and has about 62 pounds per square foot.
Typically a bridge is built to handle 80-100% more weight than it was capable of carrying, so if you were to put a bunch of cars in both lanes end to end, and had like 900,000 pounds per span, then the bridge designer would build the spands to withstand 1,500,000 pounds at minimum. This is just simple analogy not the exact numbers, but the bridge "should" be able to withstand the weight on it and since nothing is moving and nobody is bouncing, the bridge stresses are low. If the bridge was loaded with people in every space you could stand between the trucks and everybody started jumping up and down in tandem things would be much more likely to get interesting.

As much as I love to meme this, if you read the reports available it was the contractor who fucked it up.
Supported it in the wrong spots and didn't secure a specific connection properly. Ignored large cracking reports during natural settlement, etc.
