Leaving out the slowness to deploy against Germany, and Yalta after the War.. I was looking up reasons why allies didn't declare war on USSR in 1940.. How much of this was Smigly's fault? He apparently said the below when USSR invaded. I've read at least one Pole blame him as a coward as the Polish Petain, anyone back that up?
