It is a survey.

In the 95 the Boskin Commision concluded the CPI was overstating inflation.

They concluded adjustments must be made to the CPI to correct it.
Naturally these adjustments are always DOWN and never up.
Using the CPI formula from the 70's we are already at 15% inflation.
