Since NATO has a lot of technical capabilities to track Russian military activity, they could easily guess what are Russia's military plans (in terms of intensity, vectors of attack, etc.) To compensate for this, Russia professes in "maskirovka" tactics: moving its military units in a way that would seem confusing for any military-intel observer, and would make guessing the time of the attack exceptionally hard. This is why the west is sounding alarm bells too early, first panic-withdrawing its citizens/diplomats from Ukraine, then walking back on statements, then restarting the panic. Most social media open-resource observers fall for the tactics as well. And the accuracy of anybody's guess on when the war begins is directly proportionate to Russia's level of "maskirovka" tactics proficiency
