Nothing really, here is a map of Russian population density. Most people live in European part of Russia or alongside South borders. Russia is heavily centralised, these administrative divisions have no authonomy whatsoever. All taxes from whole country are just flowing into Moscow, no decision can be made without Moscow approval thus making the local managment uneffective.
The farther you go from Moscow, the more Afrirac shithole it goes.
