That's not quite true though. No one can rule by himself, and a king like everything else needs a whole state.
Louis XVI wasn't even that bad of a king (though of course one cannot reign innocently and every king is a rebel and a usurper), the revolution happened because a lot of things were concurrently going wrong for the monarchy.

unless the person to replace the king is from his family and the title is hereditary otherwise.
